
Fran Barrigan
Fran has over 20 years of experience in rural property management and valuation. Her primary focus is providing strategic advice on landlord-tenant matters, succession planning, and complex rural property valuations. She has particular expertise in tax-related valuation and advisory work, including Inheritance Tax (IHT) and Capital Gains Tax (CGT).
Fran’s IHT experience includes advising on technical aspects such as Antrobus and Balfour considerations and successfully negotiating property values and relief eligibility with the District Valuer for both individual properties and portfolios. She also has expertise in securing Conditional Exemption from Inheritance Tax.
She continues to provide strategic management advice to privately owned estates in the North East, with a particular focus on land use change and environmental considerations. This aligns with her role in the GSC Grays Environment and Sustainability team, where she plays a key role in delivering Biodiversity Net Gain (BNG) projects. Her work in this area includes assessing constraints, developing management structures and contractual agreements, and addressing valuation challenges.
In addition to her client work, Fran is currently chair of the County Land & Business Association North-East branch committee, a member of the CLA Tax Committee, and a member of the RICS Rural Working Group.
